That’s becuase it’s not like yahoo. You have to be invited. If you know somone that has an account, gmail will send you a pass to invite like 10 people to sign up.

Other than invites, you can also have Google send a text message to yourself with a confirmation code. That’s what I did.

YOU DON’T NEED AN INVITE. IT’S GETTING ANNOYING THAT PEOPLE KEEP SAYING THIS!
You haven’t needed an invite for more than six months now. reIf you don’t know what you’re talking about…don’t post an answer.
Google doesn’t sign people up for email the same way other companies do. In order to sign up for a Gmail account, you need a mobile phone capable of receiving a text message. They send the text message as a confirmation number to your phone, then you can sign up.
Only if you don’t have a mobile phone, do you need an invite.

Actually no, I’m not wrong. The link you provided is for signing up for a Google account and NOT A GMAIL account.

The URL listed in the Updates to the Question is incorrect. That URL is for creating a Google Account, not a Gmail Account. Although having a Gmail Account give you access to all Google Services, the opposite is not true. Having a Google Account does not give one access to Gmail.
